Signing of €150 Million in Financing for the SAISS III Project

A signing ceremony was held on December 12, 2025, in Rabat to formalize new financing for the water conservation program in the Saïss plain, known as SAISS III.


The agreement concerns a loan of €150 million granted to Morocco by the European Bank for Reconstruction and Development (EBRD). The agreement was signed by Fouzi Lekjaa, Minister Delegate in charge of the Budget, and Greg Guyett, First Vice President of the EBRD.


The ceremony took place in the presence of the United Kingdom Ambassador to Morocco, Alex Pinfield. The United Kingdom is also contributing to the financing of the program through the HIPCA UK climate mechanism.


In addition to the main loan, the project also benefits from grants totaling €11.5 million. These funds are intended to support several technical and social components of the program.


The SAISS III program constitutes the third phase of the water conservation project in the Saïss plain. This new stage provides for the extension of the irrigation network in the Fès-Meknès region. The works are expected to cover approximately 20,000 additional hectares.


This phase of the program also aims to strengthen irrigation infrastructure and support several thousand agricultural farms in the region.
